Yes. GOV.UK says you need the Transport Manager Certificate of Professional Competence (CPC) to become a transport manager. Operators with a standard national or international operator's licence need a transport manager.
On GOV.UK's list, a transport manager makes sure drivers have a valid licence, vehicles are taxed, insured, properly maintained and have a valid MOT, vehicles are loaded safely and not overloaded, drivers do not speed or break the drivers' hours rules and the operator does not break safety rules.
